For the Austria Casserole, slice beets and potatoes and layer alternately in a buttered baking dish in a roof-tile pattern.
Mix the ingredients for the glaze together and pour over the potato and beetroot mixture. Then place in the oven preheated to 180 °C for 15 minutes (until the gratin is golden brown).
Sprinkle the Austria gratin with chopped chives before serving.
